The most likely reason for this change is that the administrators of the page are usually the only people able to use the tool. This also prevents the site administrators to encourage fans to share the page with the others. Although the tool is currently broken for administrators, I have a feeling that will be resolved in the near future. It 'also possible that Facebook came up with alternative solutions to easily share your favorite pages. In the end, I do not know how big the impact this has on the growth, but it's definitely something that administrators should not rejoice.

Did you ever use the "Suggest to friends" feature when you visited another page? What about the page, you manage yourself?
One thing that might not be obvious: administrators can continue to use a feature, but fans of the page can't.
